Description 1. Common Facility Centers (CFCs): The GoI grant will be restricted to 70% of the cost of project from Rs. 5.00 crore to Rs. 10.00 crore and 60% of the cost of project from Rs. 10.00 crore to Rs. 30.00 crore. In case of Aspirational Districts, NER, Hill States, Island territories, LWE affected districts and clusters with more than 50% (a) micro/ village or (b) women owned or (c) SC/ST owned units, GoI grant will be 80% of the cost of project from Rs. 5.00 crore to Rs. 10.00 crore and 70% of the cost of project from Rs. 10.00 crore to Rs. 30.00 crore.
2. Infrastructure Development: The GoI grant will be restricted to 60% of the cost of project from Rs. 5.00 crore to Rs. 15.00 crore for setting up of new Industrial Estate / Flatted Factory Complex and GoI grant will be 50% of the cost of project from Rs. 5.00 crore to Rs. 10.00 crore for up-gradation of existing Industrial Estate / Flatted Factory Complex. In case of Aspirational Districts, NER, Hill States, Island territories, LWE affected districts and clusters with more than 50% (a) micro/ village or (b) women owned or (c) SC/ST owned units, GoI grant will be 70% of the cost of project from Rs. 5.00 crore to Rs. 15.00 crore for setting up of new Industrial Estate / Flatted Factory Complex and 60% of the cost of project cost from Rs. 5.00 crore to Rs. 10.00 crore for up-gradation of existing Industrial Estate / Flatted Factory Complex.
Nature of assistance Hard interventions, i.e., setting up of CFCs with maximum eligible project cost of Rs 15.00 cr with GoI contribution of 70% (90% for special category States and for clusters with more than 50% women/micro/village/ SC/ST units). Infrastructure development in the new/ existing industrial estates/areas in which the maximum eligible project cost is Rs 10.00 cr, with GoI contribution amounting to 60% of project cost (80% for special category States and for clusters with more than 50% women/micro/SC/ST units).

1.2. PROMOTION OF MSMEs IN NER AND SIKKIM

Description The Ministry of MSME has given special attention for development of NER and launched the Scheme ‘Promotion of MSMEs in North Eastern Region and Sikkim’ on 02.08.2016. The scheme envisages for enhancing productivity and competitiveness as well as capacity building of MSMEs in NER. The Scheme has following three components:
  • 1. Setting up of new and modernization of existing Mini Technology Centres: The Scheme envisages financial assistance to State Governments for setting up new and modernization of existing Mini Technology Centres. The projects for creation of common facilities to supplement manufacturing, testing, packaging, R&D, product and process innovations and training for natural resources such as fruits, spices, agri, forestry, sericulture and bamboo etc. available in NER.
  • 2. Development of new and existing Industrial Estates- Government of India financial assistance will be provided for development of new and existing Industrial Estates, Flatted Factory Complexes. The infrastructure facilities will include power distribution system, water, telecommunication, drainage & pollution control facilities, roads, storage and marketing outlets etc.
  • 3. Development of Tourism Sector: Looking into immense scope of tourism sector in the region, projects for creation of common services such as kitchen, bakery, laundry & dry cleaning, refrigeration and cold storage, IT infra, potable water, display centre for local products, centre for cultural activities etc. in a cluster of home stays may be considered.
Nature of assistance 1. Setting up of new and modernization of existing Mini Technology Centres: The maximum assistance from Government of India will be limited to Rs. 13.50 crore or 90% of the project cost, whichever is less.
  • 2. Development of new and existing Industrial Estates- The maximum assistance from Government of India will be limited to Rs.13.5 crore for development of New Industrial Estate or Rs. 9.00 crore for development of Existing Industrial Estate or 90% of the project cost, whichever is less.
  • 3. Development of Tourism Sector: The assistance from Government of India will be limited to Rs. 4.50 crore or 90% of the project cost whichever, is less.
Who can apply? State Govt. Departments engaged in promotion of MSMEs in the State.

Hardcopy of applications need to be sent through State Governments or their autonomous bodies or field institutes of the Ministry of MSME i.e., MSME- DFOs.
